I was wondering if $700 is a fair price for a custom gaming desktop?
here are the specs:

That's not a terrible price if a shop is building it for you, but it's a goofy build.
I wouldn't put that cheap Logisys power supply into any system I cared about. Spend $600 on components then risk it all by attaching a $20 power supply that might blow out and fry those nice expensive parts? No thanks... Go with a brand-name, reliable power supply. I'd get a Rosewill 450-500W for a decent low-cost psu. It's worth spending $20 more for some quality in that department.

2gb of RAM is kinda low. Standard builds these days are 4gb, although 3gb will do.
160gb hard drive?? What time-traveling truck from 2007 did that fall out of? These days 320gb is the minimum and 500gb is considered standard... A new 500gb drive only costs $60.
The Sound Blaster X-Fi Extreme Audio 7.1 is a REALLY weird choice... on your budget why throw away $50 on a sound card? That money is better spent anywhere else... faster graphics card, faster CPU, better power supply- you name it. Well it appears that Asus M4A785-M motherboard has some issues with motherboard audio and Windows 7, so maybe that's their solution. I'd rather choose a different motherboard.
Speaking of Windows 7, why get the 32-bit version for a new build? It's fine for a machine with 2gb or 3gb, but if you ever decide to upgrade beyond 4gb, you'll need the 64-bit version for that memory to be recognized.
And finally, the 9800GT graphics card is just ok... For the same price I'd grab a Radeon 4770 which is about 15% faster, or spend $30 more for a GTS 250.

That system is closer to $600 than $700 based upon cost of those parts online, but any shop will include their labor costs, so I guess the cost isn't awful. But a fair price on a bunch of parts nobody wants isn't a bargain!! I'd have them make a few changes, or look elsewhere.
